The judicial movement for innovation

This group aims to identify the features of Law that contribute to economic development, propose solutions to qualify lagging judicial mechanisms, and promote innovation. To achieve these goals, Professor Giovani Agostini Saavedra chairs the Study and Research Group on Law and Economy, and the creation of the group in 2011 was catalyzed by the Network of Innovation and Entrepreneurship of PUCRS (INOVAPUCRS). The group was interdisciplinary from its inception; the group comprises 10 researchers and 90 students, including grant-holders and volunteers from the fields of law, administration, and economics.

The main line of research, entitled Law, Development, and Innovation, includes a project targeting large companies established in Brazil. Conducted in collaboration with the directors of institutions active in the field of innovative entrepreneurship, the project is divided into three stages. The initial stage analyzes the relationship between legal persons and the benefits bestowed by the government to improve their performance in the technological field. Subsequently, a diagnosis is made of the judicial mechanisms that facilitate or hinder the development of companies. Finally, the researchers propose alterations in the legislation to favor innovation.

The initiatives where the group has effective participation include the debates related to the elaboration of the National Code of Science, Technology, and Innovation, which is currently under analysis at the National Congress. The group’s aim is to reduce bureaucratic processes and facilitate interactions between universities, companies, and the government.

The group’s achievements include the creation of two courses of specialization: participation in the Study Center of the Brazilian Lawyers Order (OAB/RS) and the Brazilian branch of the International Center of Compliance and Corporate Governance at PUCRS, which is opening in 2012. Additionally, a compilation of articles on Private Law and Innovation will be released.

The research pursues two further lines: tributary law and the economy, to understand the role that judicial science plays in Brazilian economic development, and business law and the economy, which is focused on the training of lawyers specialized in this field.
